Convert min into hr keep 3 without change 3+(40/60)=11/3.

I think the answer should be less than 130 degrees. Because, here minute hand is at "8" and hour hand is not exactly at "3". The hour hand is slightly shifted past "3". So, slightly reduction in degrees. But not exactly 130 degrees.
