How long does it take to get offer letter after verbal Singapore

I know I'm being a bit ridiculous and overanalyzing everything, but as time goes by, I get more anxious.

The gist of it -- I got a call on 17 Nov saying that the department would like to offer me the position of XXX and will be getting in touch with me with the offer package + medical checkup arrangement. I asked when to expect my offer letter and they said the following week (which is like last week).

I received a call on 24 Nov and was informed by HR that they are in the midst of drafting the salary proposal/package and would require me to send in more documents (i.e. latest payslip, employment application form, O/N lvl results, NRIC, testimonials etc). I suppose HR is still drafting the package so i didn't follow-up for the rest of the week (cos i don't want to be seen as desperate), thinking of when is an appropriate time to do it.

I tend to overanalyze things and that is what I am doing. I know there could be many plausible reasons why it's delayed -- but how long should I wait to follow-up?

Also, I know that I should continue looking and applying until I get the offer letter. It's just so hard though :(
