It's maybe late for such a post, as the game is now kind of old, but I just wanted to post a fine trick I used to get Godhead easily. I know a lot of you had or have trouble getting it. This trick works well for any items of the angel room pool.
Start a run with Isaac on normal. Get a "Joker" card. You can destroy skulls to make it spawn. When you get it, save your game (to do that, just exit game then go to 'sync' in the title screen and select 'upload').
Now, you just have to use your Joker card to be teleported either in a devil room or a angel room. If you land in a devil room, just reload your game (title screen -> sync -> download) and try again.
If you land in an angel room, you can use your D6 to reroll any item you may find there.
Just keep reloading your game and using your Joker card / D6 in angel room, and you should get whatever item you need within 10-15 minutes top.

You can also bomb the angel statue and kill him to have it drop the gold key piece then re roll both to double your chances
So what gives? I've heard you need to decline a deal in a devil room to get one to spawn? What classifies as declining a deal? Does that mean just entering and leaving without taking anything? If so, I've done that more times that I can count.

I can't find any specifics anywhere as to how this mechanic is supposed to work. Lets say I got a seed that can get 3 devil rooms . If I decline the first devil room, does that mean the later rooms turn into angel rooms, or are they set as devil rooms no matter what if I run the same seed?

That's a trip. I just got three in one run. It was weird.
The Binding of Isaac: Rebirth has the most replay value of any twin stick shooter yet, and maybe even of any game I've played. The variants are innumerable.

You can take black hearts and red chests in the Devil Room but if you take a devil deal, you won't see an angel room for the rest of that run.
If you don't take a Devil Deal when it appears, you now have a 50% chance of getting an angel room next time you earn a god room. And I assuming you know that you earn the highest chance of getting god rooms by not taking red heart damage on an entire floor (it's highly unlikely they will show up otherwise).
It sounds unbelievable that you haven't had a single one for a 100 runs though. Are you sure you never took a Devil Item during these runs?

Most runs I do take at least one devil room item, but it seems like I've done enough runs where I didn't that I should have seen at least one angel room by now....

Word is that having a lot of black hearts will encourage devil, blue will encourage angel. And of course it seems highly probable that the evil/faith hidden stat affects it.
Turning down a deal with the devil but having a pentagram and 4 black hearts probably means you'll see another devil room next floor too. Having the prayer bead trinket seems to help get angel rooms quite a bit.

I've had several spirit hearts, declined two devil deals and still got another devil deal room. Even doing everything I know of in my power that might trigger an angel deal doesn't work. And then I'll get one while expecting not to get either god room. Might as well be random from my experience.
