not really the same type of game.
for starters this is turn based and sins is real time. other then that sins has just a dash of empire building and is primarily about RTS gameplay, where this game empire buiding is a big part of the game and combat is more abstracted.
galciv is a 4x game (think civilization), some people call sins a 4x lite or 4x/rts hybrid.

Sins is an RTS. Its a slow paced RTS, but its still an RTS.
GalCiv is Civilization in space. Turn based strategy/empire building. Its not even the same genre.

A major difference is that Sins puts combat at the forefront and the empire stuff at the back, GalCiv3 puts the empire stuff at the forefront and combat...nowhere, well it's not that bad, but combat is almost an afterthought in GC3.
Another difference is that Sin is a mature, pretty balanced, stable game with high quality mods born out of being around for a long time. GC3 is a fairly new game, not that balanced, pretty buggy (outright unplayable for some), not much in the way of mods or support.

Thanks everyone I think I will pass on this, I really disliked the Civilization games and prefer Sins/Total War style of RTS.

Don't get me wrong I'm sure it's an awesome game for lots of people just probably not my cup of tea
Although there are similarities with Civ, GC3 is better than Civ in some ways imo. Tile stacking is allowed but doom stacks cannot be formed without the requisite techs and adequate logistics. This opens up more strategic options than Civ's one per tile rule.
Civ battles can be one sided ever since they nerfed the spearman beats tank possibility. In GC3, less advanced races still stand a chance if they develop other weapon types and do not neglect defense techs.
There may be more differences but these are what comes to my mind. If you dislike campaigns but are willing to try something different, GC3 won't present too steep a learning curve compared to the Paradox games.
Sins has a really sick star trek mod that is awesome. ^^
