I have the same problem in windows 8.1.
I tried something:
In steam.exe's properties -> compatibility tab, I selected administrator inside
another menu, from the "all users", in the bottom of the compatibility tab.
For me, it worked, try it.
-OBD.: In windows 10, my recent upgrade, this problem returns, without solution.
There is no reason to run Steam as Admin. Doing so is a bad idea as it give admin access to everything launced through Steam.
For what reason do yo feel you need to run Steam as Admin?
I have installed MMORPG games that I would like to be accessed via my steam but some of them needs for steam to be running in admin to be launched properly.
I haven't found any other solution for running these games using steam without having it run as admin so that's why I'm running it as admin.

For me,running steam as admin almost doubled my internet speed as i was not reaching my supposedly 6mb/s speed but rather a 3 mb/s,but this changed once i ran steam as administrator.
I am however thinking of undoing this as i have been running into some trouble with games, but that'd mean my download speed would run into a decline again.

its the only way I can get red dead 2 online to lunch most of the time
I'm still having this issue. I went into the steam.exe properties, went to "change settings for all users" and checked "run this program as an administrator". Opened Steam and it immediately gives the compatibility mode error. If I set it back to normal, but then right click it and run as administrator that way, it works fine. It must be a bug with how Steam checks if Windows has set the application to compatibility mode. Since the "run as administrator" option is in the "Compatibility" tab in the properties window, I'm guessing the OS flags the application somehow saying that it's got a compatibility option checked. If this is the case, Steam devs need to make it ignore this specific option.
What should I do if I get a message stating "Failed to start game (unknown error) when launching Fallout 4 on Steam?
The error "Failed to start game (unknown error)" is a Steam error. To resolve this issue, please try the troubleshooting steps below:
Run the game as Administrator
To run the game as an Administrator:
- Right click the game in your Steam Library.
- Go to Properties then the Local Files tab.
- Click Browse Local Files.
- Locate the game executable (the application).
- Right click it and go to Properties.
- Click the Compatibility tab.
- Check the Run this program as an administrator box.
- Click Apply.
Once you have done this, restart Steam and try launching the game again.
Run Steam as Administrator
In some cases, running Steam itself in Administrator mode may resolve the issue:
- Navigate to your Steam install folder (Default: C:\Program Files (x86)\Steam).
- Right click the Steam executable.
- Follow the above steps to set it to Run as Administrator
- Restart Steam.
Verify the Integrity of the Game Files
To verify your game files:
- Right click the game in your Steam Library.
- Go to Properties then the Local Files tab.
- Click Verify Integrity of Game Files.
- Wait for it to complete.
This should remove any potentially corrupt or broken files and allow the game to run.
Check your Antivirus Settings
Some antivirus programs are known to block programs from running. Please consult the help website of your chosen antivirus for information on how to add a program to your exceptions list.
Disable the Steam Overlay
- Open Steam and click Settings.
- Select the In-Game tab.
- Uncheck the box next to Enable Steam Community while in-Game and
click OK.
- Disable the Steam Overlay on specific games only by right-clicking on the game title, selecting Properties, and unchecking Enable Steam Community In-Game in the General tab.
- Restart Steam and launch the game again.
If the above steps do not resolve the issue, you should contact Steam Support.
