Breakout between Anniversary Dates, Retirement Dates, and Drill points.
- Each Sailor is given 15 free points for each year of membership in a reserve component.
- Anniversary Dates (BUPERSINST 1001.39F, Ch 20 – 2005)
  - Per DOD Instruction 1215.07, the date used to determine the anniversary year is established by the date the member entered into active service or into active status in a Reserve component, whichever is earlier.
  - Members with previously established anniversary dates will retain that date as the beginning of their anniversary year.
  - A member’s anniversary year most likely does not coincide with fiscal or calendar years.
  - When a member with a break in service returns to an active Reserve status or active service, the revised anniversary year start date shall be the date of return or reentry.
- Qualifying Year for Retirement – To have a qualifying year for retirement, a Sailor must earn 50 points during an anniversary year. (15 free points + 1 point per completed drill period)
- Minimum Participation Requirement – Officers with fewer than 20 years are required to attain at least 27 points to remain in an active reserve status. Enlisted with fewer than 20 years do not have a minimum participation requirement
- Criteria for Satisfactory Participation (BUPERSINST 1001.39F; Pg 11-4)
  - Has nothing to do with Qualifying years for retirement
  - Less than 9 UA per rolling 12-month period
  - Perform min of 12-14 days AT each FY when required (Exceptions in BUPERSINST 1001.39F; Ch 13)
  - Members must report as directed for physical and dental examinations and provide requested medical information for retention in the Navy Reserve
  - Keep CO informed of matters affecting mobilization readiness
  - Respond to official correspondence
  - Must comply with an involuntary recall to Active Duty
- AT Waivers
  - Approved waivers satisfy requirements for Satisfactory Participation / Advancement eligibility
  - 50 points are still required to obtain a qualifying year for retirement

Annual Readiness Questionnaire (ARQ) (Overview) (ARQ Reviewer) – A web-based application enabling the Navy Reserve to capture, assess, and generate mobilization readiness for all drilling reservists.
ARQ is a requirement for drilling reservists only. All drilling reservists will be assessed annually through ARQ for mobilization readiness. Drilling reservists will complete the initial questionnaire within 30 days of receipt.

Advanced Skills Management (ASM)
– A web-based training management tool that supports the identification and completion of job-related tasks, provides real-time assessment, identifies training deficiencies, and provides technical training tracking, and validation of a member’s knowledge and skills. It provides a structure for standardization of training requirements across an organization or platform while simultaneously allowing a component command the flexibility to address unique requirements. ASM supports training and readiness using task-based methodologies. It will enable the work center and line supervisors the ability to schedule daily maintenance activities with full visibility of up-to-date technician qualifications and gives individuals the ability to see their assigned training activities and easily track their progress.

Annual Training (AT)
– Usually advertised as two weeks each year that personnel must attend annual training periods. This training may be conducted at the home unit, a reserve unit’s supported active duty command, a national training center, or any other appropriate location. The purpose is to maintain and improve the skill level of the individual with some real military experience of work or exercise under supervision. Training can be at given locations in the continental United States or abroad with the home unit or any other unit of the military for support. Any other additional dates will be considered another 15 days from another fiscal year and will be given back to back for the total amount of 30 days of annual training.
AT periods that exceed 14 days are known as Exceptional Annual Training (E-AT). These periods are authorized per COMNAVRESFORNOTE 1001 but must be approved by the Unit CO, OSO, and CNRFC (via waiver request). The E-AT period is approved by the Unit CO, or designated representative, in the first step of NROWS routing.

Executive officers (XO)
– A person who is the direct representative of the commanding officer (CO) and shall be primarily responsible to the commanding officer for the organization, performance of duty, training, maintenance, and good order and discipline of the entire command. The executive officer executes the policies of the commanding officer assisted by subordinates. His/her orders will have the same force and effect as if issued by the commanding officer. Funeral Honors Details – This service provided to the local community is one of the NOSC/Navy Reserve Center (NRC)’s top two priority missions (the other being training and mobilization of SELRES).

Military Funeral
As of January 1, 2000, Section 578 of Public Law 106-65 of the National Defense Authorization Act mandates that the United States Armed Forces shall provide the rendering of honors in a military funeral for any eligible veteran if requested by his or her family. As mandated by federal law, an honor guard detail for the burial of an eligible veteran shall consist of no fewer than two members of the Armed Forces. One member of the detail shall be a representative of the parent armed service of the deceased veteran. The honor guard detail will, at a minimum, perform a ceremony that includes the folding and presenting of the flag of the United States to the next of kin and the playing of Taps which will be played by a lone bugler, if available, or by audio recording. Today, there are so few buglers available that the United States Armed Forces often cannot provide one. However, federal law allows Reserve and National Guard units to assist with funeral honors duty when necessary. On the day of the burial or interment, the U.S. Flag is lowered to half-mast.

Navy Reserve (NR) organization and components Structure – Purpose of reserve components [Source: 10 USC CHAPTER 1003 Sec. 10102]. The purpose of each reserve component is to provide trained units and qualified persons available for active duty in the armed forces, in times of war or national emergency, and at such other times as the national security may require, to fill the needs of the armed forces whenever more units and persons are needed than are in the regular components. The NR is the Reserve Component (RC) of the U.S. Navy and is broken down into several categories based on service responsibilities and commitment status in contributing to the overall mission. It is comprised of the Ready Reserve, Standby Reserve, and Retired Reserve-Inactive.

Ready Reserve – The Ready Reserve provides a pool of trained servicemembers who are ready to step in and serve whenever and wherever needed. It is made up of the Selected Reserve – which includes Drilling Reservists/Units as well as Full-Time Support (FTS)/(TAR) personnel – and the Individual Ready Reserve (IRR).

Selected Reserve (SELRES) – This group – the largest and most relied upon of the Ready Reserve – consists of:
- Drilling Reservists/Units – These are designated Reservists who are available for recall to Active Duty status. They serve as the Navy’s primary source of immediate manpower. They typically fulfill the traditional service commitment of one weekend a month and two weeks a year. And they receive many of the same benefits and perform many of the same duties as their Active Duty counterparts. This includes persons on initial Active Duty for training.
Full-Time Support (FTS)/Training and Administration of the Reserve (TAR) – These are designated Reservists who perform full-time Active Duty service that relates to the training and administration of the Navy Reserve program. They may be assigned to shore activities and commands or operational units. They typically are not reassigned to different locations as often as those on regular Active Duty. And they receive the same pay, allowances, and benefits as Active Duty members.

Individual Ready Reserve (IRR) – This group consists of individuals who have had training or have previously served in an Active Duty component or in the Selected Reserve.
- Inactive status – These members of the IRR do not drill, are not obligated to take part in military activities, and receive no pay or benefits.
- Active status – Individuals assigned to the IRR may be eligible to receive pay or benefits for voluntarily performing specific types of Active Duty (AD) service.

Standby Reserve – The Standby Reserve is made up of Reservists who have transferred from the Ready Reserve after fulfilling certain requirements established by law. Most common Standby Reservists are those who have been deemed key civilian employees by the government or those suffering through personal adversity or disability. While they are not required to perform training and are not part of any specific unit, they do create a pool of trained individuals who could be mobilized, if necessary, to fill manpower needs in specific skill areas.

Retired Reserve-Inactive – The Retired Reserve-Inactive is made up of Reservists who are drawing retired pay or are qualified for retired pay upon reaching 60 years of age.

Office of Navy Reserve: Appointment of Chief, Echelon I – The Chief of Navy Reserve (CNR) is the office within the executive part of the Department of the Navy who, subject to the authority, direction, and control of the Secretary of the Navy and the Chief of Naval Operations, is responsible for the preparation, justification, and execution of the personnel, operation and maintenance, and construction budgets for the Navy Reserve. As such, the Chief of Navy Reserve is the director and functional manager of appropriations made for the Navy Reserve in those areas.

Navy Reserve Force, Echelon II – (a) Establishment of Command.–The Secretary of the Navy, with the advice and assistance of the Chief of Naval Operations, shall establish a Navy Reserve Force. The Navy Reserve Force shall be operated as a separate command of the Navy.

(b) Commander.–The Chief of Navy Reserve shall be the commander of the Navy Reserve Force. The commander of the Navy Reserve Force reports directly to the Chief of Naval Operations.

Commander, Navy Reserve Forces Command (CNRFC), Echelon III –
CNRFC is a 2-star responsible for establishing and managing the Navy Reserve policy. CNRFC, also known as “ResFor” (Reserve Forces), is located in Norfolk, Virginia.

The rank of the NOSC/NRC CO varies between O- 4 and O-6, based upon the number of SELRES assigned to a given NOSC/NRC. NOSC/NRCs are also referred to as Naval Reserve Activities (NRA). Navy Week – The program served as the Navy’s principal outreach effort into areas of the nation without a significant Navy presence, with over 250 Navy Weeks held in 80 different U.S. cities. The program is designed to share with Americans how their Navy is deployed around the world, and why a strong Navy is vital to protecting the American way of life.
- Navy Weeks focus a variety of outreach assets, equipment, and personnel on a single city for a week-long series of events with key influencers and organizations across the market. During Navy Week, 75-100 outreach events are occur in participation with corporate, civic, government, education, media, veterans, community service, and diversity organizations throughout the city.
- The Blue Angels, the Navy Parachute Team, Navy bands, Navy divers, namesake ship and submarine crews, hometown Sailors, medical personnel, Nav environmental, USS Constitution Sailors and equipment, and Navy recruiting all participate in the Navy Week program.

Nonresident Training Courses (NRTCs) – Formerly known as “Rate Training Manuals” or “TRAMANs” – are Navy nonresident training program material. [Source: Global Security]
Sailors often study Navy Non-Resident Training Courses (NRTC) and Rate Training Manuals (RTM) to prepare for advancement exams or expand their rating knowledge. NRTC and RTM self-study packages are now on the Navy eLearning (NeL)
and My Navy Portal (MNP)
websites. Formal course enrollment is required for assessments. On NeL, select the course catalog tab near the top of the page, and within the Learning Category, select “Navy Rate Training Courses.” NRTC and RTMs are segmented by chapter, and Sailors can choose to either save or launch the chapter. After each chapter is launched and completed, the subsequent assessment is available. All NRTC/RTM individual assessments within each chapter must be accomplished in this manner to record completion.
One of the perks is NeL will grade, offer certificates, and record completions automatically, entering them into a Sailor’s Electronic Training Jacket.

OJT (ON-THE-JOB TRAINING)

On-the-job training (OJT) is the practical instruction of personnel in the performance maintenance tasks by demonstration and simulation. OJT is conducted under the supervision of designated personnel in the shop or on the operating line. The experienced personnel of the activity is used as fully as possible in instructing, demonstrating, and imparting their skills to the less experienced. As to equipment, only the job and tools are required. The vital ingredient is an individual who has an interest in the job, the skill to do it well, and the capability to instruct. – Orders to Sentry is the official title of a set of rules governing sentry (guard or watch) duty in the United States Armed Forces (Additional Reference).

To take charge of this post and all government property in view.
To walk my post in a military manner, keeping always on the alert, and observing everything that takes place within sight or hearing.
To report all violations of orders I am instructed to enforce.
To repeat all calls from posts more distant from the guard house than my own.
To quit my post only when properly relieved.
To receive, obey, and pass on to the sentry who relieves me all orders from the Commanding Officer, Command Duty Officer, Officer of the Deck, and Officers and Petty Officers of the Watch only.
To talk to no one except in the line of duty.
To give the alarm in case of fire or disorder.

Pay is broken into three basic categories: drill pay, active duty pay, and travel pay.
- Drill pay is one day of base pay for one drill (four hours) completed. Drill pay is processed through direct deposit and should be in your account within three weeks after a drill. If you don’t receive your pay in this time frame, contact your unit pay coordinator. Make sure a “trouble ticket” is issued and you have the number to follow up should there be a problem.
- Active duty pay is one day of base pay for one day of work. All pay is processed by DFAS through Direct Deposit and Electronic Funds Transfer. The current pay rates can be accessed at DFAS. Your active-duty pay will be processed after you complete your orders and you should receive the payment within the next pay cycle which pays on the 15th or 30th of the month.
- Travel Reimbursement: You will be reimbursed for approved expenses (hotel, rental cars, tolls, etc.) incurred during a duty assignment. The Government Travel Charge Card (GTCC) is authorized only for approved official expenses. Status: One of the best ways to find out the status of your pay and allowances is to use the DFAS MyPay
  site. Travel pay is usually processed within three weeks of receipt of a submitted complete travel claim and is paid through direct deposit. Contact your NRA if you haven’t received a payment within a reasonable time period.

Personnel Qualifications Standards (PQS) – A systematic means for qualifying officers and enlisted personnel to perform assigned duties. A PQS is a written compilation of the knowledge and skills required by a person to qualify for a specific watch station, to maintain specific equipment or system, or to perform as a team member within the assigned unit. PQS is an element of a unit’s overall training program. A PQS is in the format of a qualification guide that asks the questions a trainee must answer to verify his/her capability to perform a given task. It provides a systematic procedure to assist the individual in tracking and documenting the knowledge and qualifications required for increased professional responsibilities, additional technical skills, and eventual advancement in rating. The specific goal of the PQS program is to serve as a vehicle for continuous qualification of the individual through school and on-the-job experience and to complement and support formal training programs. Further detailed information regarding PQS can be found in NAVEDTRA 43100-1, and the latest edition of OPNAVINST 3500.34.

Non-Pay retirement points for the completion of correspondence courses shall be credited at the rate of one point per 4 hours of instruction. Courses that contain less than 4 hours of instruction are not eligible for retirement point credit. The “Sanctuary” program, as defined by Title 10 of the United States Code, is a federal program for protecting military service members from being forced to leave military service when they are close to attaining active-duty retirement eligibility. Once a soldier has 18 years of active-duty military service time accrued, they are protected by the “Sanctuary” program until they reach 20 years of service and are eligible for retirement. While “Sanctuary” protections are automatic for active-duty soldiers, reserve military members serving in an active status (such as mobilized Reserve and National Guard members) will need to specifically claim this status to ensure they remain on active duty once their current tour ends.

Defense Information Security System (DISS) serves as the enterprise-wide solution for personnel security, suitability, and credentialing management for DoD military, civilian, and contractors. DISS replaced the Joint Personnel Adjudication System (JPAS) as the System of Record on March 31, 2021. An innovative, web-based application, the platform provides secure communications between adjudicators, security officers, and components, allowing users to request, record, document, and identify personnel security actions. DISS will be an integral step toward the National Background Investigation Services (NBIS) platform currently in development and full implementation of the government-wide policy to overhaul the personnel vetting process known as Trusted Workforce 2.0.

Naval Academy
– The United States Naval Academy (USNA, Annapolis, or simply Navy) is a federal service academy adjacent to Annapolis, Maryland. Established on 10 October 1845, it educates officers for commissioning primarily into the United States Navy and the United States Marine Corps. The entire campus (known to insiders as “the Yard”) is a National Historic Landmark and home to many historic sites, buildings, and monuments.
Admissions – Candidates for admission generally must both apply directly to the academy and receive a nomination, usually from a member of congress. Students are officers-in-training with the rank of midshipman. Tuition for midshipmen is fully funded by the Navy in exchange for an active duty service obligation upon graduation. Approximately 1,200 “plebes” (an abbreviation of the Ancient Roman word plebeian) enter the Academy each summer for the rigorous Plebe Summer. About 1,000 midshipmen graduate. Graduates are usually commissioned as ensigns in the Navy or second lieutenants in the Marine Corps, but a small number can also be cross-commissioned as officers in other U.S. services, and the services of allied nations. The academic program grants a bachelor of science degree with a curriculum that grades midshipmen’s performance upon a broad academic program, military leadership performance, and mandatory participation in competitive athletics.

– The Army-Navy Game is an American college football rivalry game between the Army Black Knights of the United States Military Academy (USMA) at West Point, New York, and the Navy Midshipmen of the United States Naval Academy (USNA) at Annapolis, Maryland. The Army-Navy game is one of the most traditional and enduring rivalries in college football. It has been frequently attended by sitting U.S. presidents. The game marks the end of the college football regular season and the third and final game of the season’s Commander-in-Chief’s Trophy series.
