    • Each Sailor is given 15 free points for each year of membership in a reserve component.
    • Anniversary Dates (BUPERSINST 1001.39F, Ch 20 – 2005)
      • Per DOD Instruction 1215.07, the date used to determine the anniversary year is established by the date the member entered into active service or into active status in a Reserve component, whichever is earlier.
      • Members with previously established anniversary dates will retain that date as the beginning of their anniversary year.
      • A member’s anniversary year most likely does not coincide with fiscal or calendar years.
      • When a member with a break in service returns to an active Reserve status or active service, the revised anniversary year start date shall be the date of return or reentry.
    • Qualifying Year for Retirement – To have a qualifying year for retirement, a Sailor must earn 50 points during an anniversary year. (15 free points + 1 point per completed drill period)
    • Minimum Participation Requirement – Officers with fewer than 20 years are required to attain at least 27 points to remain in an active reserve status. Enlisted with fewer than 20 years do not have a minimum participation requirement

    – A web-based training management tool that supports the identification and completion of job-related tasks, provides real-time assessment, identifies training deficiencies, and provides technical training tracking, and validation of a member’s knowledge and skills. It provides a structure for standardization of training requirements across an organization or platform while simultaneously allowing a component command the flexibility to address unique requirements. ASM supports training and readiness using task-based methodologies. It will enable the work center and line supervisors the ability to schedule daily maintenance activities with full visibility of up-to-date technician qualifications and gives individuals the ability to see their assigned training activities and easily track their progress.

  • Annual Training (AT)
    – Usually advertised as two weeks each year that personnel must attend annual training periods. This training may be conducted at the home unit, a reserve unit’s supported active duty command, a national training center, or any other appropriate location. The purpose is to maintain and improve the skill level of the individual with some real military experience of work or exercise under supervision. Training can be at given locations in the continental United States or abroad with the home unit or any other unit of the military for support. Any other additional dates will be considered another 15 days from another fiscal year and will be given back to back for the total amount of 30 days of annual training.
  • AT periods that exceed 14 days are known as Exceptional Annual Training (E-AT). These periods are authorized per COMNAVRESFORNOTE 1001 but must be approved by the Unit CO, OSO, and CNRFC (via waiver request). The E-AT period is approved by the Unit CO, or designated representative, in the first step of NROWS routing.

    As of January 1, 2000, Section 578 of Public Law 106-65 of the National Defense Authorization Act mandates that the United States Armed Forces shall provide the rendering of honors in a military funeral for any eligible veteran if requested by his or her family. As mandated by federal law, an honor guard detail for the burial of an eligible veteran shall consist of no fewer than two members of the Armed Forces. One member of the detail shall be a representative of the parent armed service of the deceased veteran. The honor guard detail will, at a minimum, perform a ceremony that includes the folding and presenting of the flag of the United States to the next of kin and the playing of Taps which will be played by a lone bugler, if available, or by audio recording. Today, there are so few buglers available that the United States Armed Forces often cannot provide one. However, federal law allows Reserve and National Guard units to assist with funeral honors duty when necessary. On the day of the burial or interment, the U.S. Flag is lowered to half-mast.

    Department of the Navy employees are busy juggling work and family and it is not unusual to encounter difficulties with stress, family, relationships, alcohol, work, or other issues which impact their quality of life.     • Navy Reserve (NR) organization and components Structure – Purpose of reserve components [Source: 10 USC CHAPTER 1003 Sec. 10102]. The purpose of each reserve component is to provide trained units and qualified persons available for active duty in the armed forces, in times of war or national emergency, and at such other times as the national security may require, to fill the needs of the armed forces whenever more units and persons are needed than are in the regular components. The NR is the Reserve Component (RC) of the U.S. Navy and is broken down into several categories based on service responsibilities and commitment status in contributing to the overall mission.     • Ready Reserve – The Ready Reserve provides a pool of trained servicemembers who are ready to step in and serve whenever and wherever needed. It is made up of the Selected Reserve – which includes Drilling Reservists/Units as well as Full-Time Support (FTS)/(TAR) personnel – and the Individual Ready Reserve (IRR).
    • Selected Reserve (SELRES) – This group – the largest and most relied upon of the Ready Reserve – consists of:
      • Drilling Reservists/Units – These are designated Reservists who are available for recall to Active Duty status. They serve as the Navy’s primary source of immediate manpower. They typically fulfill the traditional service commitment of one weekend a month and two weeks a year. And they receive many of the same benefits and perform many of the same duties as their Active Duty counterparts. This includes persons on initial Active Duty for training.
    • Full-Time Support (FTS)/Training and Administration of the Reserve (TAR) – These are designated Reservists who perform full-time Active Duty service that relates to the training and administration of the Navy Reserve program. They may be assigned to shore activities and commands or operational units. They typically are not reassigned to different locations as often as those on regular Active Duty. And they receive the same pay, allowances, and benefits as Active Duty members.

    • Individual Ready Reserve (IRR) – This group consists of individuals who have had training or have previously served in an Active Duty component or in the Selected Reserve.
      • Inactive status – These members of the IRR do not drill, are not obligated to take part in military activities, and receive no pay or benefits.
      • Active status – Individuals assigned to the IRR may be eligible to receive pay or benefits for voluntarily performing specific types of Active Duty (AD) service.
    • Standby Reserve – The Standby Reserve is made up of Reservists who have transferred from the Ready Reserve after fulfilling certain requirements established by law. Most common Standby Reservists are those who have been deemed key civilian employees by the government or those suffering through personal adversity or disability. While they are not required to perform training and are not part of any specific unit, they do create a pool of trained individuals who could be mobilized, if necessary, to fill manpower needs in specific skill areas.
    • Retired Reserve-Inactive – The Retired Reserve-Inactive is made up of Reservists who are drawing retired pay or are qualified for retired pay upon reaching 60 years of age.

    Office of Navy Reserve: Appointment of Chief, Echelon I – The Chief of Navy Reserve (CNR) is the office within the executive part of the Department of the Navy who, subject to the authority, direction, and control of the Secretary of the Navy and the Chief of Naval Operations, is responsible for the preparation, justification, and execution of the personnel, operation and maintenance, and construction budgets for the Navy Reserve. As such, the Chief of Navy Reserve is the director and functional manager of appropriations made for the Navy Reserve in those areas.

    Navy Reserve Force, Echelon II – (a) Establishment of Command.–The Secretary of the Navy, with the advice and assistance of the Chief of Naval Operations, shall establish a Navy Reserve Force. The Navy Reserve Force shall be operated as a separate command of the Navy.

Your active-duty pay will be processed after you complete your orders and you should receive the payment within the next pay cycle which pays on the 15th or 30th of the month.
      • Travel Reimbursement: You will be reimbursed for approved expenses (hotel, rental cars, tolls, etc.) incurred during a duty assignment. The Government Travel Charge Card (GTCC) is authorized only for approved official expenses. Status: One of the best ways to find out the status of your pay and allowances is to use the DFAS MyPay

    • Personnel Qualifications Standards (PQS) – A systematic means for qualifying officers and enlisted personnel to perform assigned duties. A PQS is a written compilation of the knowledge and skills required by a person to qualify for a specific watch station, to maintain specific equipment or system, or to perform as a team member within the assigned unit. PQS is an element of a unit’s overall training program. A PQS is in the format of a qualification guide that asks the questions a trainee must answer to verify his/her capability to perform a given task. It provides a systematic procedure to assist the individual in tracking and documenting the knowledge and qualifications required for increased professional responsibilities, additional technical skills, and eventual advancement in rating. The specific goal of the PQS program is to serve as a vehicle for continuous qualification of the individual through school and on-the-job experience and to complement and support formal training programs.     • Correspondence Courses – Commander, Navy Personnel Command (CNPC) has advised that they will cease automated crediting of retirement points for correspondence courses completed through navy knowledge online, the navy education and training command non-resident training course website, and any other system which automatically awards retirement points for the completion of electronically delivered training, effective 1 Oct 2014. Non-Pay retirement points for the completion of correspondence courses shall be credited at the rate of one point per 4 hours of instruction. Courses that contain less than 4 hours of instruction are not eligible for retirement point credit. Commander, Navy Reserve Forces Command (COMNAVRESCOM) (N7) will maintain an Assistant Secretary of the Navy (ASN) approved list of authorized courses. These courses. If a course is not currently listed on the master course listing, it may be submitted to COMNAVRESFORCOM (N7) for routing to and possible approval by ASN for addition to the master list. Ensure the sailor signs a NAVPERS 1070/613, Administrative Remarks, indicating their understanding that they may not receive retirement points for concurrent activities. Accordingly, they cannot be awarded retirement points for correspondence courses completed while in an active or inactive duty status, for which retirement point credit is awarded, such as inactive duty training (IDT), inactive duty training travel (IDTT), inactive duty, additional training period, additional flying and flight training period, readiness management period, annual training (AT), active duty for training (ATD), active duty for special work (ADSW), definite recall, or mobilization (MOB).

    • Reserve Unit Assignment Document (RUAD) – The official manning document and manpower authorization for Selected Reserve units. RUADs contain specific billet requirements for paygrade, designator/rating, and required Naval Officer Billet Classification (NOBC)/Navy Enlisted Classification (NEC) codes. Since exact paygrade, designator/rating, or NOBC/NEC matches are not always possible, RUADs list Reserve Functional Area and Sex (RFAS) codes that identify allowable substitutions. A unit’s current RUAD shows who are assigned to an authorized billet, those who are cross-assigned, and those who are assigned to a unit in an In Assignment Processing (IAP) status.       – The United States Naval Academy (USNA, Annapolis, or simply Navy) is a federal service academy adjacent to Annapolis, Maryland. Established on 10 October 1845, it educates officers for commissioning primarily into the United States Navy and the United States Marine Corps. The entire campus (known to insiders as “the Yard”) is a National Historic Landmark and home to many historic sites, buildings, and monuments.
    • Admissions – Candidates for admission generally must both apply directly to the academy and receive a nomination, usually from a member of congress. Students are officers-in-training with the rank of midshipman. Tuition for midshipmen is fully funded by the Navy in exchange for an active duty service obligation upon graduation. Approximately 1,200 “plebes” (an abbreviation of the Ancient Roman word plebeian) enter the Academy each summer for the rigorous Plebe Summer. About 1,000 midshipmen graduate. Graduates are usually commissioned as ensigns in the Navy or second lieutenants in the Marine Corps, but a small number can also be cross-commissioned as officers in other U.S. services, and the services of allied nations. The academic program grants a bachelor of science degree with a curriculum that grades midshipmen’s performance upon a broad academic program, military leadership performance, and mandatory participation in competitive athletics.
