The Target item can be spawned in Minecraft with the below command. Cheats must be enabled before this will work.
If you are running the Essentials plugin, you will need to run /minecraft:give instead of simply /give. This is because the Essentials /give command overrides Minecraft's built-in command.
In the Java edition of Minecraft, target blocks have two different uses with redstone, shooting it with an arrow, or redirecting redstone without the use of repeaters or comparators, this is the the same for Bedrock edition, however, in the Java edition, the target blocks is solid allowing you to redirect a redstone line into it to power say a piston, or hopper, or dropper. But, in bedrock edition it does redirect the redstone, but the target block in Bedrock edition, is not considered a solid block causing its uses to be much more limited in Bedrock.
Mojang, please turn target blocks into solid blocks in Bedrock edition for, it will help with a lot of redstone contraptions, and overall give it more of a use and have more parity with Java.

We need this, the first time I played in 1.16 I thought they weren't transparent and annually considered full blocks but no my contraption didn't work and I got infuriated and still couldn't make my machine work after I redesigned it.

Steps To Make A Target Block
1. Open Your Crafting Menu
To craft a target block, you first need to open your crafting table in Minecraft. You should see the same grid as in the image below.
2. Add The Target Block Items To The Menu
In the crafting table, add the 4 Redstone dust and 1 hay bale to the grid.
You must add the items to the grid exactly as shown in the image below. In the 1st row place down 1 redstone dust in the 2nd box. In the 2nd row place down 1 redstone dust in the 1st box, 1 hay bale in the 2nd box, and 1 redstone dust in the 3rd box. In the 3rd row place down 1 redstone dust in the 2nd box. This is the Minecraft target block recipe.
After you've added the items to the crafting grid as described above, you'll notice the target block in the box on the right.
3. Move The Target Block To Your Inventory
Lastly, drag the target block down to your inventory so you can use it.
That's it! A Minecraft target block provides a temporary redstone charge when struck by a projectile like arrows, snowballs, tridents, and more.
