They mean that regardless of it being an unalienable right or not, there will always be people who want to suppress others' freedom. As a result, freedom is something you always have to fight for, almost certainly a reference to the history of civil rights in the US, a series of changes (some would say victories) in the battle for ensuring freedom and equality for all people. For many people, the words of our Founding Fathers regarding the inalienability of our rights sound a little bit strange. If, after all, we are all the same, why did Jim Crow laws exist? Why didn't many people have the right to vote in our history?
