You cant in TF2. The best you can do is message them and have them join on you through friends.

You can in CSS.

Open a conversation through Steam Friends.
I think you can then right-click the portrait, and choose Invite To Game.

Or, your friend can right-click your portrait and simply choose Join Game.

From the main page of the game you should see windows with your friends down to the left, you can click em to invite in a group.

How do I invite someone to Play a game on Steam?

At the main menu, select the desired game mode and proceed to the lobby. Once in the game lobby, you will notice the option in the bottom left corner of the screen to Invite Friends. Either click that option or press 1 on the keyboard. This will now display your friends list and you can now invite friends as normal.

How do you invite a friend out?

Have your friend visit the A Way Out page in the Origin Store and click “Play with Friend Pass” beneath the “Buy” button. The Friend Pass (marked as a trial) will then appear in their game library.

How do I find my tf2 server IP?

When playing on the server, go into your console (using the ~ button, next to "1" on your keyboard, after enabling the console in your options -> advanced). In the console, type "status". This will give you some information about the server and players on it. The server IP is in the line udp/ip.
