A Minecraft skin is a 64x64 pixel PNG image. However, not all 4096 pixels of the image are used, so we must account for that by counting only the required pixels. Also, each skin has both an inner and outer layer, and there is a slight difference between the two. Finally, there are two types of skins, Alex and Steve, so we must account for both of those. Lets begin by counting:

Steve Pixels:

Head: 8x8x6 = 384 pixels

Body: 8x12 x 2 + 8x4 x 2 + 12x4 x 2 = 352 pixels

Arms/legs: (12x4 x 4 + 4x4 x 2) x 4 = 896 pixels

Now this is where it gets interesting:

The outer layer of a Minecraft skin can be transparent, while the inner layer cannot. There are also different types of PNGs, and they vary in how many colors the image has and if it allows transparency or not. For simplicity we will use the "True Color (24-bit)" standard found here:

This tells us that each pixel gets 24 bits for color (hence 24 bit color), with the remaining 8 bits going to either transparency or are unused (for a total of 32 bits).

Thus there are 24 bits per pixel if the PNG isn't transparent and 32 bits per pixel if the image can be transparent

This gives 2^24 and 2^32 bit permutations per pixel for non-transparency and transparency, respectively. Since the outer layer of a skin can be transparent and the inner layer cannot be, we must calculate using the following method:
