rdr2 story mode how do u get small game arrows

Do u need a pamphlet? if so I can't buy one from the fence

The pamphlet should be in your inventory automatically. Open it, and you will unlock the recipe (notification will appear).

What do I need to craft small game arrows?

I crafted a few once but haven't been able to in a while. I have arrows, but I don't know what I need to make small game arrows. None of the gunsmiths or stores I go to have any arrows in stock.

You crafted them once already...
Itll tell you in the crafting menu.

But its flight feathers and shotgun shells

Arrows + Flight Feathers + Shotgun Shells. A slightly annoying thing is the game doesn't tell you a lot of formulas for crafting things unless you have the ingredients already, which defeats the purpose if you're trying to see the ingredients to begin with. Hit Square I think to see all recipes and it'll show you what you need.

A note is that some birds will give 2x flight feathers as opposed to one.

I visited two and they sold the same thing, I suspect the others do too? I don't see where to get the small game arrows.

You have to craft them at a camp fire, out of flight feathers from birds and a regular arrow.

How do I get small game arrows in rdr2?

Arrows, as well as shotgun shells, can be purchased from Gunsmiths or General Stores from their catalogs. Arrows cost players 50 cents per bundle of five while a box of 18 shotgun shells can be purchased for a dollar. One of each ingredient is enough to craft a small game arrow in the crafting menu.
