Exiled Prince is worth it for Sebastian. However you end up feeling about him, he's an interesting character with a complex personality and unique points of view you don't get from any other companion in DA2. He'll challenge you and your companions, give you new and different party banter, and generally be an interesting, if controversial, addition to your merry band of crazies and weirdos. Show If nothing else, if they did indeed incorporate the cancelled Exalted March DLC into DA:I, Sebastian will likely play an important role in that plot, so it would be in your interest to be familiar with the character beforehand. Mark of the Assassin is fun, but hardly essential. It feels more like Hawke's Adventurous Day Off than an integral part of the story. Also Tallis is not a fixed companion, she's only with you for the DLC campaign and then you leave her behind. Both are worth having I'd say, but if you already have Legacy and can only afford one more DLC, I'd go with Exiled Prince, as it feels more integrated into the main campaign and is more likely to have serious repercussions in DA:I.
