I have the same problem in windows 8.1.

I tried something:
In steam.exe's properties -> compatibility tab, I selected administrator inside another menu, from the "all users", in the bottom of the compatibility tab.
For me, it worked, try it.

-OBD.: In windows 10, my recent upgrade, this problem returns, without solution.

I have installed MMORPG games that I would like to be accessed via my steam but some of them needs for steam to be running in admin to be launched properly.

I haven't found any other solution for running these games using steam without having it run as admin so that's why I'm running it as admin.

For me,running steam as admin almost doubled my internet speed as i was not reaching my supposedly 6mb/s speed but rather a 3 mb/s,but this changed once i ran steam as administrator.
I am however thinking of undoing this as i have been running into some trouble with games,but that'd mean my download speed would run into a decline again.

I'm still having this issue. I went into the steam.exe properties, went to "change settings for all users" and checked "run this program as an administrator". Opened Steam and it immediately gives the compatibility mode error. If I set it back to normal, but then right click it and run as administrator that way, it works fine. It must be a bug with how Steam checks if Windows has set the application to compatibility mode. Since the "run as administrator" option is in the "Compatibility" tab in the properties window, I'm guessing the OS flags the application somehow saying that it's got a compatibility option checked. If this is the case, Steam devs need to make it ignore this specific option.
