In Dragon Ball Super, Vegeta is actually the Saiyan warrior with access to the franchise's strongest Super Saiyan form. Super Saiyan Blue Evolution — or Perfected Super Saiyan Blue in the manga — changed Dragon Ball Super history for a number of reasons.

During the Tournament of Power, Vegeta was forced to break through his limits by Jiren. While he gave up on attaining Ultra Instinct, the Saiyan Prince was able to achieve Super Saiyan Blue Evolution. In this form, the Prince's power has increased to where he can compete with Goku's Kaio Ken x20 Super Saiyan Blue. But there are instances where the form is even stronger than that. Vegeta was able to reach a power level above  even a God of Destruction, shown when he was able to defeat Toppo in the Pride Trooper's God of Destruction form. He was even able to land a few hits on Jiren in this new form, when he and Goku teamed up on him. While Goku focused on Ultra-Instinct, Vegeta decided to further refine and explore the depths of Super Saiyan Blue's true power.

While the anime version of Super Saiyan Blue Evolution was, without a doubt, very cool; the manga version was significantly different. In the manga, the Super Saiyan Blue form in general took a completely different route than its anime counterpart. This version of Super Saiyan Blue was superior in every way and Vegeta and Goku were able to achieve it long before the Tournament of Power. During their final encounter with Merged Zamasu, Goku was able to attain Completed Super Saiyan Blue. This variation of Super Saiyan Blue seals the vast power of the transformation into a Saiyan's body so that the user can go all out without severely draining their stamina. This form that was passed over in the anime is the hidden key to Super Saiyan Blue Evolution's true power.

During the Tournament of Power in the Dragon Ball Super manga, both Goku and Vegeta fought fiercely against Jiren using  Completed Super Saiyan Blue, though Jiren was still able to totally overpower them. When Vegeta broke through his limits, he was in his Completed Super Saiyan Blue transformation, which was already far superior its anime counterpart. This power was on a completely different level of power in the manga with Jiren stating that it was on equal footing with Goku's Ultra-Instinct Sign.

However, after Vegeta's spirit-control training on Planet Yardrat, the Perfected Super Saiyan Blue transformation is stronger and more effective than Ultra-Instinct Sign. Goku can't sustain Ultra-Instinct Sign for long periods of time at the moment, which means he has to overpower his opponents rather quickly. But this spells certain doom if they can withstand the onslaught. Vegeta can fight for extended periods in the Perfected Super Saiyan Blue transformation and, with his spirit more evenly balanced, the Saiyan Prince was finally able to surpass Goku by furthering the evolution of his powers and this new form.

Perfected Super Saiyan Blue is officially the strongest Super Saiyan transformation in the history of the Dragon Ball franchise, and the Saiyan Prince, Vegeta, has the distinction of being the sole owner of this legendary form. On top of that, as an added bonus, with this new form, he's finally achieved his lifelong goal of surpassing Goku, if only for the moment. Expect Vegeta to continue evolving this form and push it to even further heights. With Mastered Ultra-Instinct still out of reach, Perfected Super Saiyan Blue is now the pinnacle of Saiyan power.
