Miss. Stephanie was one of the Finch's neighbors and known as a neighborhood scold (nag). She also provides the children with a wealth of old stories and town gossip about Boo Radley, most of which is untrue.

So Jem received most of his information from Miss Stephanie Crawford, a neighborhood scold, who said she knew the whole thing.

Miss Stephanie Crawford is the neighbourhood gossip, spreading rumours about everyone, under the pretext of concern. She's always telling her neighbours about everything she sees, hears and suspects, even when, like Miss Maudie Atkinson, they don't want to hear about it. Miss Stephanie's rumours lead to many things, but the residents of Maycomb generally either don't notice because Miss Stephanie disguises her gossiping as good will, or because they are privately interested in everything that she finds out. 
     Miss Stephanie Crawford is mentioned in the chapter because Scout is worried about what she may think of how she acts, in this case, how she and Boo Radley walk home. Miss Stephanie generally disapproves of Scout's behaviour, and is infinitely curious about Boo Radley, and Scout realises that she needs to make sure that their is nothing for her to remark upon, both for Boo's sake and her own.

Physical Appearance: Fat, short arms, around 60
Quotes: "That [Radley House rumors] is three-forth colored folks and one-forth Stephanie Crawford." Miss Maudie page 50
    Miss Maudie and the rest of the town know that the information from Miss Stephaine is not reliable.  She embellishes her tales and makes them over dramatic.
"Says he's got the other barrel waitin' for the next sound he hears in that patch, an' next time he won't aim high, be it dog, nigger, or---Jem Finch!" Stephanie Crawford page 59
    Miss Stephanie is very quick to accuss Jem of being in the Radley's yard.  She most likely wants to know to tell the town about how disrespectful the Finch kids are.
"'He looks like Stephanie Crawford with her hands on her hips,' I said.  'Fat in the middle and little-bitty arms.'" Scout Finch page 71
    Miss Stephanie is chunky with short arms.
"That Stephanie's been after my recipe for thirty years, and if she thinks I'll give it to her just because I'm staying with her she's got another thing coming." Miss Maudie page 73
     Miss Stephanie seems sweet by letting Miss Maudie stay at her house, but she really wants Miss Maudie's Lane cake recipe.   
"...Miss Stephanie Crawford's tendency to mind other people's business was hereditary...." Scout Finch page 132
     Alexandra told Scout about how everyone has a bad heritage in Maycomb.  She told Scout that Stephanie got her big mouth from her family, so they gossiped, too.
Character Description: Miss Stephanie Crawford is the town gossip.  She is known by everyone for telling other people's business.  She is quick to judge people and does not hear the whole story.  The stories she tells are usually embellished with hyper-boles and straight lies.  She does have a boyfriend, though.  Although she is kind enough to let Miss Maudie stay at her house, she only extended the generosity to steal Miss Maudie's cake recipe.  Miss Stephanie has a boyfriend who the children consider for whitttling the dolls of them, but he has never paid them any attention and he lives in the country. 
Symbolic Picture: A big mouth represents Miss Stephanie Crawford.  She is the town gossip and she always has something to say about someone else.  Also, she likes to eat a lot, probably why she is fat, and she loves Miss Maudie's Lane cake.
