Who is the strongest World Government in one piece?

The World Government is a political organization in control of most of the world of One Piece. They appear to be led by the Gorosei, however, in reality, Im is the highest up the pecking order.

The World Government uses the Navy as its primary military force, while the Cipher Pol is used for more covert operations. Until recently, the Shichibukai were also a part of the World Government's forces, however, they've now been replaced by the mysterious SSG. Here are the 10 strongest soldiers under the World Government in One Piece.

10/10 Tsuru

Tsuru is one of the Vice-Admirals of the Navy and among the strongest characters in the series. She possesses the powers of the Paramecia type Wash Wash Fruit which allows her to wash anyone she wants.

Being a Vice-Admiral, she is powerful enough to use Armament and Observation Haki. Although her full capabilities aren't known yet, we do know that Doflamingo was extremely scared of her, implying she's skilled enough to compete with him.

9/10 Rob Lucci

Lucci is one of the members of the CP-0 who formerly served Spandam in CP-9. Sometime during the time-skip, Lucci improved his Haki and other skills enough to get to the level of CP-0 members.

Right now, he appears to be one of the strongest among their ranks. Lucci's current strength is unknown, however, he's easily stronger than a Navy Vice-Admiral. In the later arcs, fans will get a better understanding of how strong he is.

8/10 Green Bull

Green Bull, also known as Ryokugyu, is an Admiral of the Navy. He was chosen through the World Draft at some point during the two-year time-skip in One Piece.

Most of Green Bull's abilities remain unknown. However, him being one of the Admirals means that he's extremely powerful. Surprisingly, he hasn't eaten anything in three years, which indicates that he derives food from some other source using some Devil Fruit power.

7/10 Fujitora

Issho, also called Fujitora, joined the ranks of the Navy Admirals along with Ryokugyu sometime during the two-year time-skip. He has eaten a Paramecia type of Devil Fruit called Zushi Zushi no Mi and it allows him to control gravity at will.

Furthermore, Fujitora is powerful enough to fight against the likes of Sabo, the right-hand man of the Revolutionary Dragon. His hold over Haki is extremely refined as well.

6/10 Kizaru

Kizaru is an Admiral of the Marines who made his debut during the Sabaody Archipelago arc of One Piece. He has the powers of the Pika Pika no Mi which let him become light at will and manipulate it freely.

At Sabaody, he was shown to be capable of wiping out all the Supernovas with ease. He also clashed against the likes of Marco at the Paramount War and emerged from the war without any serious damage.

5/10 Aokiji

Aokiji was the first Admiral to be revealed to us in One Piece, making his debut during the Long Ring Long Island arc. He possesses the powers of the Hie Hie no Mi, which is a deadly Logia with the ability to manipulate ice.

Being an Admiral, Aokiji's Haki is known to be top-tier, as seen during the battle of Marineford. After losing to Akainu, he left the Navy. Currently, he's one of the members of the Blackbeard Pirates.

4/10 Akainu

One of the strongest characters in the series, Akainu was a Navy Admiral before the two-year time-skip and he rose to the position of Fleet Admiral after having defeated Aokiji. He wields the powers of the Magu Magu no Mi and it lets him turn himself into magma at will.

Akainu is known to have tremendous durability, as he survived a fight against the strongest man in One Piece, Edward Newgate. After the time-skip, he's likely gotten even stronger.

3/10 Kong

Kong is the former Fleet Admiral of the Navy who is currently the Commander in Chief of the World Government. He's one of the highest-ranked people in the organization.

His strength remains unknown, but being the former Fleet Admiral implies that he was at least as strong as a Navy Admiral and possibly stronger. Kong commanded the Navy during the era of Gol D. Roger and Whitebeard.

2/10 Sengoku

The former Fleet Admiral of the Navy, Sengoku is quite a powerful character whose presence was feared by even the strongest of pirates. Known as the Buddha, Sengoku has the powers of the Mythical Zoan Hito Hito no Mi, Model: Daibutsu which allows him to turn into a giant Buddha and create shockwaves at will.

He is known to have clashed against the likes of Roger and Whitebeard in the past, meaning he's quite an impressive fighter. What's more, Sengoku is the only Marine to have Conqueror's Haki.

1/10 Garp

Luffy's grandfather, Monkey D. Garp is the strongest known Marine to ever live. Also renowned as Garp the Hero, he is known to have helped in putting an end to Rocks, one of the biggest threats to the World Government in the series.

Garp doesn't have a Devil Fruit, however, his control over Haki is known to be tremendous. He was able to fight against Gol D. Roger in the past, which just goes to show how mighty a Marine he truly is.
