I searched for "warhammer online combat formulas" and got viewtopic.php?t=971 this link. It's old and covers all parts of the combat formula, but I have high confidence it is still useful.

TLDR: if you have 4000 armor and enemy hitting you has 50% armor penetration, you apply your 10% reduced armor pen resulting in an attack on you that ignores 40% of your armor. You'll have to read more in that link for more info, but that's the basics.

Just a reminder to anyone looking at armour formulas that "armour penetration" is its own unique thing and should not be additively combined with effects that ignore or by-pass armour.

So for tactics that ignore 50% of enemy armour, how would an additional 20% armour pen from WS apply?

Based on this it should work like this:

armor = armor from gear - static debuffs + static buffs
armorEffective =  armor * (1 - (<armor penetration%> - <reduced armor pen%>))

So if you had 4000 armor, 10% reduced armor pen and the attacker had 0 WS and other armor penetration it would be 4400 effective armor.

I'm not sure if the implementation on RoR is different though.

While the set bonus alone isn't all that impressive - it gives the player increased mana, health, and Sorcery abilities - when combined with the individual bonuses it becomes incredibly powerful. There are so many things players will need to know before starting Kingdoms of Amalur: Re-Reckoning. Knowing handy tips and tricks can really give you an advantage when it comes to combat and also making the most of your time with the game. However, one thing all players must do is try and collect the Enke's Armor set.

While not terribly visually impressive, the Enke's Armor set is unparalleled in its set bonuses. Offering those who find them all increased mana, fire damage, ice damage, and lightning damage would be enough. However, equipping this set will also decrease your mana costs. This means you will have more mana to play around with and spells will become much cheaper to use. It's an incredibly powerful combination, and one everyone should take advantage of.

Once the set is equipped the player will get a 20 percent increase in fire, ice, and lightning damage, as well as increased mana and a chance to burn enemies who attack you. The impressive bonus to elemental damage alongside the defensive bonus makes this set absolutely worthwhile.

Physical Resistance reduces damage from Physical/Poison/Disease/Bleed damage. Spell Resistance reduces damage from Magic/Fire/Frost/Shock damage. Armor includes both Physical and Spell Resistance.

How do you get armor sets in Kingdoms of Amalur?

Sets are usually bound by zone and region and are randomly found in chests, hidden treasures and enemy loot. For example, you will only find pieces of the Frostweave armor set in zones from the Dalentarth region (low level zone) and not in Alabastra (high level).

How do you get Warsworn armor?

How to get it. After completing The Isle of Eamonn, Tine Delfric will also give the Fateless One the Warsworn Monument Key, which will allow the opening of two chests in Shieldring Keep and Helmgard Keep. Reward for completing The Heart of Sibun. Reward for completing The House of No Doors.
