To get the "official" explicit start you have to have finished Ashen Maw and you need to be capable of going to the end game area.  This means having either completed one of the faction quest lines or having independently prepped your ship out to survive the journey.  To prep your boat you need to gather certain materials.  I don't know how much info you want on this given this is the no spoilers forum, but once you have the necessary materials you will get a ship encounter at sea with an NPC who will explicitly recruit you to begin the Forgotten Sanctum questline. 

If you don't want to wait for this explicit recruitment, the alternate method of starting is that once you are an appropriate level, a tsunami event will be triggered and it will be mentioned that the tsunami came from the SE.  You then can manually go to the island that has the Forgotten Sanctum and enter it that way and meet the aforementioned NPC who will give you the quest.  That NPC is on the second level down of the dungeon on the island.

Seeker, Slayer, Survivor triggers after Ashen Maw, as does The Forgotten Sanctum.

However, if you've done the Halls of the Unseen, had the tidal wave event, and upgraded your ship to the best hull & sails, TFS can trigger before then.

I can't access the dlc too.
I did the following:

-validated the cache
-unchecked and checked the dlc tab in Steam

Nothing works. Both on Steam and in-game I receive the message of the dlc being installed but, no matter what, the new mission doesn't appear. I tried to rest, to visit a city and come back to the ship, nothing works.

Tried now, it doesn't work for me. I'm out of ideas. The save I'm using is an end-game save, I did all the dlcs on it and the only thing to do is to end the story, so I think the savegame is not the problem.

Worked for me. Thanks! I did not get that instruction before, D'amarr from Darshiva. I sailed to the named place and the event started as it should.

The Beast of Winter starts after the first time you go out of Nekataka (I think?)
Seeker, Slayer, Survivor starts once Act 3 begins.
The Forgotten Sanctum starts once you're either at the Final Act or bought the two crucial shipping equipments during Act 3.

Beast of Winter can actually be accessed as soon as you get a ship. The initial map opens up either after you go to Neketaka or as soon as you cross outside of it. Not that you'll generally want to, since you'll be way underleveled, but you can. It's the Dead Floe, in the SE corner of the map.

Also I think you can technically start Forgotten Sanctum any time after you finish the quest to map Tikawara, though again, you probably don't want to. In addition to the big wave, you also get a second encounter while sailing your ship once the game thinks you're ready (allied with a faction/bought the ultimate hull+sails for your ship), but you don't actually need the latter, it's just a reminder. You want the Black Isle, which is east of Port Maje and south of Tikawara.

SSS does require you to be in Act III, though. You need the quest before you go to Kazuwari, which is the big island north of Dunnage, before Crookspur.

Thank you- I have finished the game already and was just playing a 2nd run through, where I finished and decided to buy the DLCs.... but since i already finished the game , do I have to start all over to play DLCs? In other words, have I already gone too far to backtrack and play - I hope not, don't want to start all over again - love the game, but 2x was enough for me.

As long as you have your save before the point of no return (the game makes one automatically before the big naval battle before Ukaizo), you're good. You should get the quest for SSS automatically, just go aboard your ship.

This doesn't sound exactly right. I couldn't get llengrath to contact me in my game, so I went to the maze ahead of time to try and force start the dlc. The previous time I did the dlc the "maze" was already completed, but this time I had to do a puzzle with some doors. After I finished it, tayn and llengrath had dialogue about being surprised to see me there, but the dlc began as normal after that.

I was in the final act though.

That basically triggers the final act. You can go finish the game and skip all the faction quests once you upgrade your ship like that.

How do you start beasts of winter?

First off, make sure the Beast Of Winter DLC box is checked in the Steam library page for Pillars 2. If it isn't, close the game and then restart Steam. The download should start automatically after buying the DLC. After the install is complete, you need to load a save prior to the very end of the main campaign.

Does Pillars of Eternity have DLC?

It serves as a promotional pack for the game's sequel, Pillars of Eternity II: Deadfire, and is bundled with the Definitive Edition of the game. The Deadfire Pack is the only DLC not included in the console Complete Edition release.
