I did a little research and found these two possible solutions-

1. Try inserting a UMD in your PSP and start the demo. If there is already one, then remove it and try again.

2-
Enter the recovery menu (by pressing Select>RECOVERY MENU on the VSH menu/holding RTrigger while booting the psp)
Select the Configuration menu.
Change the XMB USB Device to UMD Disk
Reset VSH, try starting the game.

I also think that booting into ofw should work, like toBsucht suggested.

Usually, getting the 'Game Could Not Be Started' error, means that you are trying to play a game off the memory stick, but your PSP is running Official Sony Firmware. Sony (understandably) does not want you to be able to do so with any games save ones you buy from the Sony Online Store, or demos downloaded from the official PSP site.

To get these games to run on your PSP, you have to be running 'Custom Firmware'. In short, it has to be 'hacked'. This can be a complex process, and usually involves having a friend who has a 'Pandora Battery' (a battery that has been modified to be a 'jig-kick' battery, allowing it to access the service mode of the PSP, and allowing the firmware to be rolled back) and the necessary 'Magic Stick' (a memory stick with the files needed to revert the PSP to an earlier firmware). If you do not have such a friend, you will need to do some homework (online), and start learning how to make your own. Google 'how to downgrade my psp' for a start, and 'how to hack my psp' as well...

Sorry I don't have more cheerful news for you, and I wish you luck.

Remove your Play Station Portable from your PC and then press the right arrow key on your PSP until you see the Gamesicon. Choose PSP Update from the list and you will be walked through a set of instructions. Restart your Play Station Portable to activate the new version of the firmware. Try loading a game to ensure you do not receive the error message and you should be able to play all of your games without the error 80020148 code.

  1. UMD Problems:

Ask the staff you bought it from. If they still can't fix it or replace it,
buy a new one or consult PlayStation Network.

The back of the UMD might be scratched or broken. Or,
the UMD Cover might be cracked.
The PSP UMD Driver also might be broken or dirty.

    ISO/CSO Problems:

Download it again or complain to the contributer of the link given.
Find another download, check the comments if other people think it's good, and download it.

The game that you played may need higher versions of psp like "Tekken 6", which needs version 6.20
    OFW or CFW.

Lastly, your psp might be severly broken.

  1. PSP is the only handheld console to use optical discs. The discs were known as Universal Media Discs (UMDs). However, its weakness lies in its slugging transfer speed that causes long load times. Compared to home consoles, this is a letdown since people would not play the game on longer basis while on the go. Some games try to compensate the loading problem by adding a feature to install data into internal storage.

The loading problem eventually lead to the creation of custom firmware that enabled playing data directly from storage without reading the discs. This research eliminated the issue, however, it created even bigger problem in the form of piracy, since dumped data could be moved to memory stick and go anywhere. UMD itself had very little disc-based piracy thanks to its unique and smart system, but its main problem lead to a solution that created severe memory stick based piracy. This new issue eventually lead the decline in third party titles throughout its latter years.
