When are Cook County property taxes due 2nd installment

Cook County (WLS) -- The second installment of Cook County property taxes are usually due by August, but those bills have not even been sent out to taxpayers yet.

The county says the bills will go out by the end of the year... but what does that mean for you?

"I'm still waiting on my bill, today is my first day hearing this," Terencia Caldwell told the I-Team. She said she's budgeting for her property taxes. She and other Cook County residents are still waiting for their second installment bills to arrive. They're already about four months late.

"Where is it? It's not in my hands. It's not in my mailbox. I haven't received it," Cook County resident Carol Stenson told the I-Team.

The county said second installment bills will come before the end of the year. Then, just a few months later, the first installment of 2023 will be due.

This won't impact homeowners who pay taxes as part of their mortgage, but other taxpayers will need to save and juggle their budgets.

So what's going on? The Cook County Assessor's office, which assesses the amounts due, directed the I-Team to Cook County President Toni Preckwinkle's office.

No one there would talk on camera, only saying, "We are working with all the independently elected offices in the property tax system to ensure the tax bills are sent and collected as soon as possible."

The statement added that: "We remain confident that their commitment to a due date of 2022, before the end of the year, will be realized."

The Cook County president's office added that it will continue to support government entities which rely on the money, "so they can fulfill their duties to Cook County residents."

Still, some taxpayers wish they had more of a break between bills.

Stenson said: "It's kind of hard when you only have one salary to live off, you know, it's gonna be hard."

The I-Team asked the Cook County president's office about payment plan options for residents, but officials didn't respond.

However, tax experts say if you can, you should pay the second installment by the end of the year in full, so you can write it off on your 2022 federal tax income taxes and get a bigger refund.

In most counties, property taxes are paid in two installments, usually June 1 and September 1. If the tax bills are mailed late (after May 1), the first installment is due 30 days after the date on your tax bill. County boards may adopt an accelerated billing method by resolution or ordinance.

Cook County and some other counties use this billing method. Under this system, the first installment of taxes is 55 percent of last year’s tax bill. This installment is mailed by January 31. In Cook County, the first installment is due by March 1. (Elsewhere, a county board may set a due date as late as June 1.) The second installment is prepared and mailed by June 30 and is for the balance of taxes due. The balance is calculated by subtracting the first installment from the total taxes due for the present year. The second installment is due August 1.

Happy holidays, Cook County homeowners. The second installment of your property tax bills will arrive around Thanksgiving. They won’t be due until after Christmas but before New Year’s.

Cook County residents can expect their property tax bills to arrive around Thanksgiving with an estimated return date of Dec. 31, 2022, leaving just enough time for Illinoisans to claim federal deductions, a county spokesperson said.

The second installment of property taxes will likely be mail out more than three months after the bill typically comes due Aug. 1. The delay follows a flood of new appeals and computer complications at the assessor’s office.

Cook County Board spokesman Nick Shields on Sept. 26 said the more than $16 billion in backlogged bills will be collected by “the end of 2022.”

“As each step in the process is completed, we will better understand the bill’s mail date and, subsequently, the due date,” Shields told the Chicago Sun-Times. “We remain confident that their commitment to a due date of 2022 will be realized.”

County leaders said appealing, reviewing and mailing these bills to homeowners could still take more than a month to complete as the county assessor finishes final appeals. Taxpayers will then have a minimum of 30 days to pay once their bill is received.

Issuing these property taxes in late November leaves Cook County homeowners with little more than a month to pay the taxes and claim the local deductions on their 2022 individual federal tax returns.

Second installments were paid by Aug. 1 in every year since 2011, until the onset of the pandemic. The first installment of property tax bills in 2023 is expected to be due March 1.

Illinois was home to the nation’s second-highest property taxes in 2021. Now rampant inflation is giving local taxing bodies the power to raise rates by 5%.

Property owners face another tax threat on Nov. 8: Amendment 1.

If property taxes simply continue to increase at their long-run average rate, the typical homeowner will pay over $2,100 in additional property taxes during the next four years.

Amendment 1 would likely accelerate that by expanding the bargaining power of government union bosses to negotiate over a near endless array of subjects, ultimately forcing residents to pay the bill for costly contract concessions that carry more weight than state law.

With decades-high inflation already raising property taxes on Illinoisans, adding the Amendment 1 tax burden to the load local bodies are expected to impose would only push more residents out of their homes or out of the state.
