Just feel around under the dash near the driver's side. Look for the small panel for the fuses. You don't need to remove it to get to the OBD port, but it guides you to find it. The port is pointing DOWNWARD.

Ha! Colin beat me to it and has a better pic too. Right on Colin

Check this vid out: (it helps a bit)

Honda used to print the DLC location on a label on the bottom of the steering column covers.

Oh! You may not have the same features as our cars over here.

Look for the SCS connector (2 wires) by the ECM, usually just above the kick panel

Where is the obd2 port on a 1999 Honda Civic?

You will find below several pictures which will help you find your OBD connector in your car..
The OBD II port is located under the steering wheel..
The OBD connector is visible above the pedals on the left..
The OBD socket is next to the hood opening command..

Where is the obd2 connector located?

The most common place to find your car's OBD2 port is under the dashboard on the driver's side. Most vehicles have the connector under the instrument panel (aka, the dashboard) on the driver's side, but some can be found near the center console area or even on the passenger's side of the car.
