Why does my WIFI have a blue light?

Hi everyone, posting this on behalf of my parents so some details may be vague. They had a power outage due to a thunderstorm that caused their router to stop working. Spectrum came and gave them a new router and modem and set it up, however it does not work. The wifi symbol pops up on devices but there is no actual internet connection, despite the router having both blue lights on next to ‘power’ and ‘internet.’

I went there this morning and can say for certain it’s a wifi issue, not a device issue. All of our phones and smart tv’s say something along the line of “this wifi network is not connected to the internet.” When I call spectrum they just keep saying it says there is a strong connection and there’s nothing they can do. They refuse to send a repairman out and we are stuck with no wifi. Spectrum did a reset over the phone and it still didn’t work.

Any advice on how to fix this would be greatly appreciated. Is there a chance that the outage fried some kind of underground component for the internet for their house or something?
